At ten o’clock on 26 November 1949, the Constituent Assembly gathered in Constitution Hall inside New Delhi’s Parliament House, with Rajendra Prasad in the chair. B. R. Ambedkar had moved the final motion that the Constitution as settled by the Assembly be passed; when the motion carried, Prasad authenticated the text. The vote turned this circular chamber from a colonial legislature’s meeting place into the site where a new constitutional order was formally adopted.

The entity acting that day was the Dominion of India, created after British rule ended and partition divided the subcontinent in August 1947. Adoption did not itself make India a republic: most constitutional provisions came into force on 26 January 1950. Keeping those dates separate matters because 26 November records the Assembly’s decision, while 26 January marks the constitutional commencement of the Republic of India.

The Assembly’s work had begun in this hall on 9 December 1946 under arrangements developed before independence. Its members were not chosen through the universal adult franchise that the Constitution would establish; provincial representatives were indirectly selected through legislatures elected under the restricted colonial franchise, while princely states followed different processes, and partition later reconfigured the body. Ambedkar chaired the Drafting Committee, constitutional adviser B. N. Rau prepared an initial draft, and committees, members, and staff turned proposals into clauses over eleven sessions and 165 sitting days.

The hall was decisive, but it was not the whole arena of constitution-making. Historian Rohit De shows how judges, officials, associations, princely-state actors, and people outside the Assembly tried to influence the document through petitions, arguments, and competing constitutional claims. The final vote therefore condensed a wider and unequal public struggle over rights, representation, federal power, minority protection, and the reach of the future state rather than completing a single author’s design.

The adopted Constitution provided the framework for parliamentary government, federal arrangements, fundamental rights, and universal adult suffrage. Those promises would be interpreted, challenged, and amended after 1950, but the vote in Constitution Hall fixed the legal text through which those conflicts would be conducted.

Parliamentary proceedings moved to a new building in 2023, and the former Parliament House was renamed Samvidhan Sadan, or Constitution House.
