Biography | Dick Cheney — The White House Promotion That Made Him Ford’s Chief of Staff

On November 4, 1975, President Gerald Ford named Dick Cheney to lead the White House staff.

The appointment followed a major reorganization in which Donald Rumsfeld left the chief-of-staff role to become secretary of defense.

Cheney was thirty-four, making him the youngest person then to hold the White House post.

His promotion capped a rapid rise that had begun with congressional and executive-branch staff work rather than elected office.

After joining Ford’s transition team in 1974, Cheney served as deputy assistant to the president and learned the machinery of the West Wing under Rumsfeld.

The Gerald R. Ford Presidential Library describes the new chief of staff’s work as managing information for the president, coordinating appointments, chairing senior staff meetings, and supervising the offices that kept the presidency operating.

Those duties placed Cheney at the center of a White House confronting inflation, energy policy, the aftermath of Vietnam, and a difficult 1976 election campaign.

He also managed Ford’s campaign organization, an early demonstration of the combination of administration and politics that would recur throughout his career.

The role did not make Cheney a public celebrity, and his influence often depended on controlling process rather than commanding a podium.

That restrained style became part of his political identity long before the far more visible disputes of his vice presidency.

It shows the working relationship that preceded the succession, not the November announcement itself.
