Biography | Dick Cheney — The Pentagon Oath That Moved Him from Congress to Defense

On March 21, 1989, Richard Bruce Cheney took the oath as the seventeenth United States secretary of defense at the Pentagon.

The ceremony completed a rapid move from Capitol Hill into President George H. W. Bush’s national-security cabinet.

Cheney had represented Wyoming in the House of Representatives for a decade, winning election six times and rising into the Republican leadership.

His congressional record made him a familiar political operator, but the Defense Department placed him over a vast military institution at a moment of profound international change.

The official ceremony photograph records Cheney beside President Bush and Vice President Dan Quayle as they honor the flag.

That image matters because it fixes the transition to a precise day and public federal building, rather than treating the appointment as an abstract résumé line.

Cheney entered the office as Soviet power was weakening and the Cold War order was beginning to dissolve.

During his tenure, the United States conducted the 1989 operation in Panama and assembled the international coalition that expelled Iraqi forces from Kuwait in 1991.

Those later actions would define assessments of his four years at the Pentagon, but they were not foregone conclusions on the morning he took the oath.

The appointment also began the national-security phase of a career that would later include the vice presidency and a far more controversial role in the Iraq War.

Seen from that longer arc, the 1989 ceremony was a hinge between Cheney the congressional leader and Cheney the executive-branch strategist.
