Dynastic History|Chehel Sotun, Qazvin — The Capital Moved Out of Ottoman Reach

Tabriz sat within reach of the Ottoman frontier, and it showed. Ottoman armies entered the Safavid capital in 1514 after Chaldiran, again on 15 July 1534 under Ibrahim Pasha, and again on 27 July 1548, when Tahmasp I evacuated the city rather than defend it. Each time the court returned to a capital it had demonstrated it could not hold.

So the seat of government moved inland to Qazvin. Exactly when is not settled: published accounts date the transfer to 1548, to 1555 and to 1557–58, depending on whether the decision, the Peace of Amasya signed with Süleyman on 29 May 1555, or the completed move is being counted. The spread between those dates is the process itself, and no single year captures it.

The move was administrative as much as defensive. Qazvin lay away from the Qizilbash heartland, which put the Turkmen tribal cavalry who had raised Ismail to the throne at a greater distance from the chancery — and that chancery drew increasingly on a Persian-speaking bureaucratic class funded by the land tax levied on the settled provinces.

This pavilion is what survives of Tahmasp's palace precinct. It is generally attributed to him, though Encyclopaedia Iranica notes the attribution remains uncertain in the absence of a building inscription, and the Qajars restored the structure heavily in the nineteenth century, so a substantial part of what a visitor sees is not Safavid fabric. The building now houses the Qazvin museum.
