Biography|Patrick Pouyanné — The Matignon Desk Where He Advised Balladur on Industry

People remember Patrick Pouyanné as an oilman who arrived fully formed at La Défense.

The first decade of his working life was spent in the French state.

TotalEnergies' own biography records the posts between 1989 and 1996: the Ministry of Industry and of the Environment, then ministerial cabinets.

From 1993 to 1995 he was technical adviser to Prime Minister Édouard Balladur for the environment and industry.

The Prime Minister's official workplace is Hôtel Matignon, 57 rue de Varenne, in the 7th arrondissement.

That is the public pin for those two years.

The building is a state residence and office, not a private home.

The garden façade still faces the three-hectare park Achille Duchêne laid out in 1902.

After Balladur left office in 1995, Pouyanné moved a short political distance to become chief of staff to François Fillon, then minister for information technology and space, until 1996.

Capgemini's board notice and the Annales des Mines file tell the same sequence.

Only in January 1997 did he leave the administration for Elf, as secretary-general of the Angolan exploration subsidiary.

The Matignon years matter because they are the missing middle of the corporate story.

He learned energy as a file on a prime minister's desk before he learned it as a concession in Luanda or Doha.

The later Qatar posting, from 1999, sits on that earlier training: a Corps des Mines engineer who had already sat in the room where French industrial policy was written.
