Biography | Silvio Berlusconi — The Palace Oath That Turned a Campaign into Government

At 11 a.m. on 11 May 1994, Silvio Berlusconi and the members of his first cabinet took their oaths at the Quirinal Palace in Rome.

The Presidency’s ceremonial schedule places the ministers in the Salone delle Feste, the palace’s grand hall for state occasions. It records Berlusconi arriving separately as president of the Council of Ministers, meeting President Oscar Luigi Scalfaro in the Studio alla Vetrata, and then joining the oath ceremony.

That sequence matters because the room did not merely host a victory photograph. It converted an electoral mandate into executive authority through the constitutional ritual required of every new Italian government.

Berlusconi had entered national politics only months earlier as the founder and leader of Forza Italia. His center-right alliance won the March 1994 election, and the Senate’s historical record dates the Berlusconi I government from 10 May 1994 to 16 January 1995.

The pace of that transition was exceptional: a businessman associated with commercial television moved from organizing a new political vehicle to leading the cabinet within a single season. Yet the palace ceremony also placed that highly personal campaign inside older institutions, with ministers assigned positions, oaths taken before the head of state, and the official group assembled beneath the hall’s chandeliers.

The surviving image shows both sides of the moment. Berlusconi stands at the center of a new governing team, while Scalfaro’s presence and the formal arrangement emphasize that personal electoral success still had to pass through a public constitutional process.

His first cabinet would be brief, ending the following January. The oath nevertheless marked the beginning of a political career that repeatedly returned Berlusconi to the premiership and made his name central to Italian public life for decades.
