Biography | Silvio Berlusconi — The Production Centre Where Canale 5 Became a Network

In 1980, Canale 5 began broadcasting from the Milano 2 headquarters at Palazzo dei Cigni in Segrate.

The building had been part of the residential district that Silvio Berlusconi's property business developed outside Milan. Here television became the next stage of his public career.

Research on the Mediaset archive identifies Palazzo dei Cigni as Canale 5's first production centre. Its basement held the tapes that staff used to make and distribute programmes while the channel still worked through affiliated local stations rather than a single simultaneous national signal.

That arrangement mattered. Recorded programmes, already prepared for transmission, could travel from Milano 2 to broadcasters across Italy and appear in coordinated time slots.

The result challenged RAI's long-standing dominance without pretending that private national live broadcasting was already straightforward or fully settled in law. A physical system of studios, storage and couriers helped create the experience of a commercial network before technology and regulation caught up.

Berlusconi did not invent television at Palazzo dei Cigni, and Canale 5 grew through many producers, presenters, technicians and partner stations. His decisive contribution was to connect property development, advertising and programme distribution into a business that could reach viewers far beyond Milano 2.

The same production centre later served Italia 1 from 1982 and Rete 4 from 1984. Those additions helped turn the early Canale 5 operation into the media empire that eventually supported Berlusconi's entry into national politics.

Milano 2's official site still describes Palazzo dei Cigni as Mediaset's historic base and notes that entertainment shows and news programmes were made inside. The company later moved its principal studios to Cologno Monzese, leaving this lakeside building as the clearest surviving marker of the transition.
