Concert History | Céline Dion at Kai Tak — A HK$4 Million Tourism Loan Backed the Tarmac Concert

On January 25, 1999, Céline Dion performed on the tarmac of the former Kai Tak Airport, which had closed to passenger traffic the previous July. A contemporary [South China Morning Post review](https://www.scmp.com/article/270571/celine-dion) identifies the dated Kai Tak concert, while an [AFP caption from the performance](https://www.gettyimages.com/detail/news-photo/french-canadian-singer-celine-dion-sings-25-january-during-news-photo/51666492) independently places Dion on the former airport tarmac. The agency photograph is evidence only; it is not reused here.

The unusual venue also carried a public-finance experiment. On November 25, 1998, the [South China Morning Post reported](https://www.scmp.com/article/263605/tourist-body-gives-13m-loans-big-name-shows) that the Hong Kong Tourist Association would lend the organisers HK$4 million from its International Events Fund. The government had created that HK$100 million revolving facility to use major events as tourism promotion rather than leaving every promoter to finance a temporary site alone.

A [Hong Kong government reply to the Legislative Council](https://www.info.gov.hk/gia/general/200102/07/0207224.htm) later described how the fund could provide loans, grants, equity and overseas marketing. Its published criteria favoured events with international appeal, regional tours opening or closing in Hong Kong, and short events capable of drawing large audiences. Those rules explain the policy logic without proving which criterion decided this particular loan: the closed airport became both a concert ground and a tourism product.

The risk appeared after the stage came down. In May 2003, the [South China Morning Post reported](https://www.scmp.com/article/414830/loans-failed-events-cost-public-12m) that the concert had not earned enough to repay the full HK$4 million and that organiser Arena Group still owed HK$1,759,075. This was not simply an arena booking moved outdoors. Public money helped convert obsolete transport infrastructure into a one-night venue, and the unpaid balance showed the exposure created when a tourism agency also acted as event financier.

Status note (September 2026): Kai Tak Airport remains closed and its former airfield has been redeveloped. This memory concerns the 1999 concert-finance mechanism, not Dion’s current touring status.
