Intel selected Leixlip in 1989 as the base for its European manufacturing operations. The first operation assembled computer systems, but Fab 10 followed, and the site manufactured its first chips in 1993 on 200-millimeter wafers.
The decision became a landmark in Irish industrial policy.
Ireland offered state support, an English-speaking workforce, access to the European market, and a development agency prepared to solve infrastructure and recruiting problems. Intel brought capital, technical training, export revenue, and an anchor around which suppliers and engineering careers could accumulate.
Leixlip then proved that an overseas factory did not have to remain a low-value satellite.
Fab 14 opened in 1998 as Europe's first 0.25-micron microprocessor factory, and Fab 24 became Intel's first 300-millimeter wafer fab outside the United States. In September 2023, the newer Fab 34 began high-volume production of Intel 4, the company's first process using EUV lithography.
The good results were substantial, but they were not free.
The original investment depended on public assistance, and each new fab tied jobs and regional planning to the decisions of one multinational company. Semiconductor plants also require extraordinary quantities of electricity, water, chemicals, and construction, so the success of the campus increased the importance of environmental regulation and resilient national infrastructure.
Intel's later difficulties added another kind of dependency.
When the company delayed processes or reduced spending, Ireland could not substitute another tenant easily for equipment and buildings designed around Intel's production system. Yet continued reinvestment, including Intel's announcement in July 2026 of another €5 billion for Leixlip, showed why governments compete so intensely for fabs that survive several technology cycles.
The history is therefore neither a simple subsidy triumph nor a corporate rescue story.
Leixlip worked because public policy, skilled labor, and repeated private investment reinforced one another for decades. Its benefit was a genuine European manufacturing cluster; its risk was the scale of dependence required to keep that cluster at the frontier.
