On 23 March 2021, Intel chief executive Pat Gelsinger used a global webcast from Santa Clara to announce IDM 2.0, a reconstruction of the company’s manufacturing strategy. Intel would keep building most leading products in its own factories, buy more capacity from outside foundries, and create Intel Foundry Services to manufacture chips for other designers.
The headquarters pin is the corporate anchor for a webcast and a Santa Clara-datelined announcement, not a claim that the strategy was unveiled to an audience in a specific room. Intel paired the plan with approximately $20 billion for two new Arizona fabs.
The good was strategic flexibility. External manufacturing could supply products or process technologies that Intel’s own network could not deliver on time, while an outside-customer foundry business could spread the cost of advanced factories and make Intel a broader supplier of American and European manufacturing capacity.
Opening the fabs also required a cultural reversal. Intel historically optimized factories around its own product teams; a credible foundry had to protect customers’ intellectual property, support architectures beyond x86, offer predictable design tools, and treat outside chip companies—including competitors—as customers.
The bad was cost and execution risk. Leading fabs require tens of billions of dollars before their processes earn revenue, and Intel had to restore process credibility while funding new capacity, serving internal product groups, and convincing external customers that its manufacturing roadmaps could be trusted.
Those tensions remain unresolved rather than historically settled. Intel’s 2025 filing reported a $10.3 billion operating loss for its Foundry segment, improved from $13.3 billion in 2024, while the company continued pursuing foundry customers and reorganized manufacturing leadership in 2026.
The photograph shows Intel’s headquarters, the appropriate physical symbol for a decision that changed corporate boundaries more than one chip. IDM 2.0 turned the integrated-device model from a closed loop into a three-way balance among internal factories, external suppliers, and customers buying Intel manufacturing.
As of 2026, the strategy remains active and financially demanding; it cannot yet be called either a completed rescue or a final failure. Its significance is already clear, however: Intel responded to lost process momentum by wagering that the factories once built only for Intel products could become a business in their own right.
