Intel held the groundbreaking in Licking County on 9 September 2022. The initial plan called for an investment of more than $20 billion and two advanced semiconductor factories, placing a major production campus on nearly a thousand acres outside New Albany.
The ceremony connected corporate strategy to national industrial policy.
Pandemic-era shortages had made chip supply visible to the public, while competition with East Asia gave domestic manufacturing new political force. Federal and state support sought to lower the extraordinary cost of building in Ohio, and Intel presented the site as the possible beginning of a much larger campus.
For Intel, the factories were also a test of its foundry strategy.
The company planned to manufacture chips for outside customers as well as its own products, requiring competitive process technology, dependable schedules, design tools, and trust that customer information would remain protected. Concrete and clean rooms could create capacity, but they could not by themselves create a foundry customer base.
Execution moved far more slowly than the groundbreaking rhetoric.
The first factories were originally associated with production in 2025, but Intel later slowed construction while facing financial pressure and weak foundry demand. In 2025 the company pushed completion of the first fab to 2030 and operations to 2030 or 2031, with the second following later.
As of August 2026, work at the site continued and Intel said it was targeting production by 2031.
Delay does not make the project imaginary: roads, utilities, buildings, workers, and billions in spending are physical commitments. It does make Ohio a measure of credibility, because subsidies and announcements only become industrial capacity when process equipment enters completed factories and qualified chips leave them.
The official White House photograph preserves the moment when those distinctions were easy to compress into a handshake. Bare ground and high-visibility clothing were sufficient symbols for a project whose economic result would take most of a decade to judge.
The pin is a public-road viewpoint at Green Chapel Road and Mink Street beside the active construction area, not an invitation to enter the site. Visitors should remain on public roads, respect closures, and expect routes and visibility to change as work proceeds.
