People treat NTT as a private tower that always sat in Otemachi.
The listed company is a 1985 privatization of a state monopoly.
Japan’s telegraph service began in 1868 and later sat inside the Ministry of Communications with the post and the telephone.
In August 1952 those telegraph and telephone lines were spun into Nippon Telegraph and Telephone Public Corporation, known as Den-Den Kosha.
On 25 December 1984 the Diet passed the Nippon Telegraph and Telephone Corporation Law.
On 1 April 1985 the public corporation became a joint-stock company under that statute.
Japan was the second country after the United States to open its telecom market that way.
The holding company’s registered office is Otemachi First Square, East Tower, 5-1 Otemachi 1-chome, Chiyoda-ku.
NTT Urban Development records the East Tower as completed in May 1997.
The West Tower opened in February 1992.

The ministry rooms and the 1952 public-corporation halls are gone.
What survived the 1985 change of legal form is a carrier that still runs the national plant from a block the company itself developed.
