People treat Japan Tobacco as a Kamiyacho Trust Tower listing that always sold MEVIUS and a heated stick from a privatized book the Finance Ministry still partly owns.
The first corporate book was a public corporation taken off the ministry ledger.
On 1 June 1949 the state had written the Japan Tobacco and Salt Public Corporation to run the monopoly and collect fiscal revenue. The 101st Diet repealed the monopoly law in 1984, opened the market to imports, and passed the Japan Tobacco Inc. Act.
On 1 April 1985 Japan Tobacco Inc. was established on a full contribution of the corporation's assets, valued at 836.4 billion yen. Two million shares went to the government without charge. Capital was set at 100 billion yen.
The company listed in 1994 as the ministry sold down. A Finance Ministry stake remains by statute. Headquarters sat for decades in the JT Building at Toranomon 2-1 and moved in 2020 to Kamiyacho Trust Tower at 4-1-1 Toranomon, Minato-ku.
The mechanism is the same one used on the Korean monopoly a few years later: a fiscal tobacco house rewritten as a joint-stock company so it could face imported brands and later buy foreign books without remaining a ministry bureau.
The pin is the Toranomon tower the firm occupies now, on the same slope as the old JT Building.
